rx8help.com, read up in the potential owners section.
Basically you need a compression test to confirm if the engine is alive or dead. If it's dead, the price should come down by the price of a new engine, about 6k. So lol.. Yeah a modded and blown rx8 is not worth much to anyone.
If it's healthy though that not bad. Find a rotary shop, regular mechanics don't have a clue about these cars.
If it is blown, you could buy it cheap and have a new known good engine installed, which is a very good scenario given the age of these cars.
The turbo kit is going to be an unknown, did it ever work right? Is this somebody's botched project? Is it tuned? Can you go back to stock?

Listen, I'm honestly not trying to be a dick here...
Buying a boosted RX8 is a huge massive "you better know what the **** you're doing" purchase.
Posting this question tells me you're not ready for this car, nevermind that you need to take it to a mechanic for an inspection.
There will be a lot of little things that constantly plague you no matter how good the build.
Damn just the Canadian climate or change in altitude can play havoc with a good tune.
Vacuum hoses popping off, turbo cool down time, drive clean tests depending on your province, check engine lights.
That will be a high maintenance relationship and not a cheap one.
Nevermind that it cost 2.21 per liter today for Sunoco 94.
