Ok.. that IS corruption. However that's not the normal case. Usually with xcopper they'll just go to court and fight on your behalf. As some of the others mentioned they can normally pick out loop holes from sloppy officers such as a device that wasn't calibrated or radar near a chainlinked fence.

In terms of talking to the prosecutor.. this normally works if they're there early. On my first speeding ticket the officer hinted I should fight the ticket (since it was my first offence), so I did. The cop never showed up, but this guy walked into the court room before the judge showed up and started calling people up. Having never gone through the process before I went up.. the guy said "how about 10 above the limit and no points, how does that sound?" I said it sounded good and he motioned for me to sit down. Then the judge came into the room and it turns out the guy was the prosecutor... I plea bargined without even knowing.

Also, the deffering of the court date doesn't work anymore. The province has started giving cops more time to go to court to boost revenue.. er... I mean convictions.

and one last thing. A study done by UofT somewhere in and around 2004 stated that there's absolutely no reason why the speed limit along the 400 series highways shouldn't be upped to 120. Speed (within reason) isn't the leading cause of accidents. Idiots are. Idiots on cellphones. err. Idiots on cellphones in camry's or civics..... and the occational BMW.
