Concerning the German version, the 192 HP Model has more torque (220 Nm instead of 211 Nm of the 231 HP Model) and less consuption (10,8 lt instead of 11,4).
And of course it costs around 6.000 EURO less !

Hard to say... a more techno advance with 3 port entry per chamber vs 2 port. And the intake is wider as well.
If you are going to mod it in anyway including chips and muffler - there will be more gain in High Power.
Better resale value is usually to the better engine range of the model. Right?

192 may well turn out to be just as good for FI as the 230.
Apart from that, its(less than) 4% better torque will be almost totaly unnoticable.
Fuel consumption in the 192 is better, marginaly. This isnt a car you buy because of that tho.
IMO the 230 is the better deal, and thats what I chose, and for 80% of people that will be the case.

One extra air intake port per rotor, 1 extra fuel injector , the N-DIAS VFD air intake system and that sweet 9.5k RPM limit.
Oh and that limit is mainly there due to breething problems IMO, mechanicaly it could do 12-13k.

IMO the 192 is better value than the 231. This and high belgian taxes (5000 Eur for cars > 211 hp) made me opt for the 192 (2250 Eur taxes), the same way I'd choose a 320Ci ilo a 330Ci.
No such taxes in UK, so the 231 can make sense only if you're going to use the 7500 - 9000 rpm range time to time. Up to 7500, both versions are almost identical in sensations.

I agree it is a question of feeling, taxes and usage. Myself I wanted the 9000 Rpm and the power this in order to go play with the car on Tracks despite the big taxation in Belgium (too bad for me).
