I had something a bit ricer to say but i shall keep that to myself.
Backfire is usually caused by remaining fuel in exhuast gas being ignited again by a hot CAT or just combusting in the exhaust .
There are products that acutally do this for you . One is the Anti-Lag system of a standalone engine management.Second is to take out the decel fueling from the Ecu.
Or the lamer product called Flamethrowers. They put a spark plug in your exhaust path and with the use of a relay ignite the exhaust gas again. .
Rotary Engines are known for their easy in which they can throw flames :P ie; the 13B engine. Add a header , exhaust and some right foot work. you can pop flames like the guy in the KFC ads :P

haha, ok... i do know a bit more than i let up with my post... i know it's something to do with unburnt fuel in the exhaust, and that rotaries past do have a higher proportion of unburnt fuel. just felt that it looked impressive, because previously i've only seen it happen in movies or anime which i thought was exaggerated and they may have kitted the car JUST for the backfire.
anyway thanks for the info. gotta love wikipedia.
and by the way, what's a good way to get this effect "naturally" and without sacrificing engine power or much fuel economy? for example, i dun think it's worth tuning your engine such that more unburnt fuel is put out just to get the look.
