Well, the RSX is a great car, that it is. But it would be better if you got the Type-S. Otherwise, its kinda plain if you ask me. C'mon, spend the extra 5K!
Then again, there is always the Celica. Its got a good engine and great exterior styling, but the interior is kinda cheapy.
But you did mention SPEED, then get the SRT-4. However, its interior looks like it was made in China by Angry American Workers who are way underpaid.
Overall though, the RSX is the winner. But only if you go for the full package. Otherwise you can get a better Celica for that price.

If you're after speed the SRT-4 is destroys the competition. After that if you're looking for other sporty/fun alternatives would be the SVT Focus, MSP (if you can find one), Mazda 3, Nissan SER Spec V, or Tiburon V6. It all really depends on what you're looking for in a car, but all of those should put a smile on your face when you drive them, though some more than others.

SRT-4 is actually over $20k...
Most cars I can think of have been mentioned already, but VW GTI 1.8t is a pretty good overall ride for under $20k, and there's a pretty big aftermarket for the turbo motor if you want more power.

Low 8s can get you merging into traffic without being scared. You will have adequete acceleration; you just have to actually press all the way down on the pedal frequently.
If you had a 300 HP car, you would just press about halfway down during 80% of your driving. You will also have a hard time obeying the speed limit.

Are you buying new? Or used? New under 20K would be the Mazda 3 or the SRT-4. The base model RSX sucks *****. There is no point in getting it. The difference between the type S and base is the Type S has a 6speed manual and 200hp. The base model has 160 hp and is in the 8's for 0-60. IT sucks. Don't buy it. If you were to get a used car that was pretty fast I would get a used Subaru WRX. They are becoming the new civic, but eh...who cares they are good cars for the money.

For speed? Get the SRT-4. The current one is actually faster and better than last year's. Also, dropping 5K for upgrades can give you quite the "improvement". But if you're going for looks also, then you gotta swallow a lot of pride to be able to cope with the SRT-4.
