F laky clear coat

My '02 Ford Exploder is molting, which is to say that the clear coat on the black trim around the windows is flaking off. At least it looks like clear coat, perhaps it is something else?

I was going to lightly sand the black trim pieces, prime and then paint them with semi -loss black paint, but then I realized that the [apparent] black anodized metal is in great shape. It's just the clear coat that's going bad.

So now I'm left with how to remove the clear coat material without damaging the black trim. I tried a little paint remove, but that did not seem to work.

TIA,

Needs to be sanded down and re-cleared.
