The second vehicle that hit actually has to file a claim against the first vehicle. Since the car was rear ended by the SUV its the SUV that has pay for the damage to the car. If that other car WAS the owner of the SUVs then there is no coverage for the second vehicle. You can't hit your own vehicle and file a claim. So if he owned both cars hes fucked. If he owned just the SUV he is responsible for the damage to the car.
SUV is city owned, the guy use it for work.
the toyota in front is his private car.
in the other words, he can sue the city, since its city owned car hit his car.
now this video totally shows how NY city workers do their job ... same thing as FDNY, NYPD, Traffic, etc etc ...

NY is a no fault state. dude who owns the car will have to pay up to his deductible and HIS insurance will pay the rest then he will have to sue the city to get his money back. his insurance will make a claim to the city/city's insurance.
not letting the tow truck and loader guys off the hook... how about video man or anyone else on that block going out there and stopping them or helping? just sayin.
