It is an electrical noise filter, not a conventional fluid filter.
It is next to the EPS computer in the PCM case under the hood.
They never go bad, so I'm not sure what you are looking for.

Perhaps I should be more specific. Have you tried cleaning the connections to the power steering. There are a few threads around if regarding it. The coolant overflow is pointed directly at the power steering wiring harness. It has been known to cause complications with the connections and damage to the wiring harness. I had to have my harness replaced for this exact reason. A little contact cleaner should be all you need. Might as well extend that overflow house and clean your maf while you are at it.
This could be a cheap 5 dollar solution to your problem. I believe it has helped others in the past.
