I think that different projector headlights will do the same thing if the conditions are right. My stock celica headlights would look like that in the snow/fog. I always thought it looked cool, but my crappy camera was never able to take the picture correctly

Lasers are meant to have a tight confined beam, with little dispersion as distance increases. This would be a TERRIBLE idea for car headlight as you would not be able to see a wide angle. Also, a laser that was strong enough to be seen would most like be dangerous to people looking at it..hence defeating the purpose
