IL is a two plate state meaning that both front and back plates must be displayed. however, i have never had a front plate on any car i have owned and have never had a problem (knock on wood). turn signals can be amber, yellow, or white. white is iffy depending on the officer, but again, i never had a problem with hyper white bulbs on my protege5.
i live in wisconsin now and its pretty much the same story. tint laws however, are very different between the 2 states.

as a former Chicagoan... joseight is on the money. it really comes down to each suburb... NW burbs are real sticklers for them.. Schaumburg, Rolling Meadows, Hoffman Estates... etc.. Skokie, Morton Grove and Lincolnwood too... its all the luck of the draw...

I've run plateless for the three years I've lived here between my Miata and RX8, and never been pulled over. The plate ruins the look of the front of the car, so I'll accept the tickets I get as part of the price of owning a sportscar. I've also had fairly dark tint (no tint is legal on the front driver & passenger windows in Ill) and clear corner lenses for the last year, and never been pulled over. I don't do into the city much, so it might be different there, but I do commute to & from Schaumburg area 3 or 4 days a week... past some of the strictest cops I've seen (Barrington & Hoffman).
