yes it is.........
Heres the charge and the fine:
NJ - 39:3-33 / Fine -$54 / No Points / No Court Appearance Req
For anybody else wondering the above statute covers the height of the plate from the ground and any license plate frames.

^ whenever someone here asked about the front license plate for NJ it seems that within a couple weeks about 10 of us end up getting tickets, lets see if the curse still lingers

I've gotten a warning for no front plate. I have my mounted to my windshield (not just sitting on the dash). I'm assuming I'll get hit with a ticket at some point, but them's the breaks. I would like some clarifications on the rule as the law does not state you cannot have it in the windshield.
The plate must be horizontally mounted on the front of the vehicle between 12" and 48" of the ground. It must be kept free of debris and obstruction. My plate is easily read from in front of the vehicle. Technically, I comply with what the law states unless someone wants to argue what "horizontal" and "front" mean. My plate is within my front profile of my car and the numbers read from left to right.

Windshield obstruction is a different statute. Sure, it ends with me getting a ticket, but it's a different ticket (but still $54). Maybe I'll try to get one of those at another time. At least they can't hit me with a 39:4-15 violation which involves a horse or horse-drawn vehicle. Or 39:4-11 (rollerskates). Given the number of $54 tickets I probably qualify for, why bother.
