Is this mod illegal in MA?
I'm pretty sure underglow is illegal in MA, and have a feeling these might be too, but if they aren't I'd like to get them.
Anyone have any insight to this? Rules seem to vary so much.

If you got it in white it probably wouldn't be, but iirc, blue/red lights are generally no-go anywhere on the main exterior lights (headlights/corners/side marker/fogs) because it's the same colors emergency vehicles use. Im not as familiar with MA though, so check the local statutes. It should be pretty easy to find online.
Those in white could be cool though for daytime running. Hrmm...

In MA we cannot have any lights operating while the car is in motion that could replicate, or be perceived to be replicating an emergency vehicle. Also, we cannot have any lights that are brighter than the factory equipped lighting system. Since the name of the kit is the "blue halo" I honestly wouldn't touch it in this state since our police have blue lightbars and some have white as well. If you really want a halo kit without looking like it is something added or illegal, I would guess a white kit (I know what I said last sentence) that is close to the color of your headlights would be the best bet. I understand you probably want some contrast in color, but the white would be the easiest to pass as a stock light. Also keep in mind our vehicle inspections here, if you have some hardcore dude he could reject your car as well.

Had mine installed in white when I lived in mass.. Went through a strict inspection without issues, however I'm sure that depends how good you are at installing them. If your lights have silicone or glue all over when sealing them back up, or inside the housing then I'd guess they'd accuse you of having lights that arnt dot certified anymore. Btw those rings lasted like crap for me, but others have had them installed for a year or more without issues

Thanks for the tips guys. shakeyourbrakes, as someone who had them installed, what switch is it that turns them on? Is is a separate switch so you can have them on whenever you want? Or does it replace the parking lights or something? If its something separate I could turn on and off at will, I imagine it would be a lot easier for me to just turn them off in places I might get stopped for it.

You can activate them with a switch or a remote control. You could also wire them to come on with your ignition, sidelights... whatever
^+1. Personally, I can't see anyone having problems with the cops if you use the white ones, and fit them properly.
