Try EIP tuning in westminster. They do mostly VW's but might be able to help. Another option is maryland performance tuning in gaithersburg. I dont know much about them but if they cant help you they should know some places that can.

EIP is a reputable shop and I had good experiences with them. However, I have heard quite a lot of grumbling about them as well.
MPC is really a hot-rod place, but maybe they can help.
Altered Atmospheres is right around the corner from MPC. Everyone bashes them (and I've had mixed experiences with them), but they do build some of the fastest GT-3000/Stealth out there, so they must know something.
Then there is PF Supercars in Frederick. I won't even get into them.
JPR near Atlantic city is awesome, though the garage itself is a disaster. He only does rotary.
There is a rotary shop up near Gettysburg, but I can't remember the name. I've heard good things there, too.
