Been in committee since April, in this form it will go nowhere. The bill doesn't seem to bing in more money for the state. Now it they make it a $500 fine then it might pass.

I just glanced it...but it seems it's main attack is against sound, so I guess if your aftermarket exhaust is not noisy you will be OK.

YES...I too blame those rice burners with pumpkin sized openings that sound like a badly tuned lawnmower.

A) They give no real power increase
B) They annoy EVERYONE

THANKS ALOT...rice burners! I can see other states doing stuff like this...

oh boy, here we go again. i work for an audio shop in delaware (currently manage our location in kop), and have heard all kinds of stories from people getting pulled over for aftermarket wheels, altezza tails, etc.

june of 2002, i was in ocean city, md, for the ocean city car show at the convention center. at the time i drove a 92 civic hatch that had quite a bit of performance parts, aem intake, header, high flow cat, exhaust, etc. well i was headed home on sunday, taking it easy (there was a bit of traffic), not even revving my engine. well a cop pulls out from the right side of the road, and i was in the far left lane (3 lanes of traffic). cop proceeds to pull across all 3 lanes in traffic, pull me over and give me a ticket for my exhaust, even though it wasnt loud at all. didnt matter that i was registered in delaware or anything. he gets done with me, pulls out into traffic, and proceeds to pull over a full size pickup with dually exhaust.

well, i was pissed, so when i got home, i looked up maryland's code on the internet, and what do i find, same thing that pa is trying to pass. so i said screw it and paid the ticket. well the damn ticket showed up for my insurance and caused the rate to go up.

at least this law has a clearly defined boundry. not like california where a cop can pull you over for an exhaust noise violation based solely on his entirely subjective observation with no quantifiable limit being exceeded.

these damn lawmakers need to worry more about crime, poverty, etc than what we, their "bosses" who pay their freaking salaries, want to do to our cars that we pay our hard earned money for.

its not just the noise level they are attacking, they are saying if you replace your exhaust with anything other than factory or meeting factory specs, you will get a ticket.

Oh boy...just great, the aftermarket companies better start joining forces. Also, all those over 18 kids out there now have a reason (they should have many reasons but most young people are fickle when it comes to voting) to go vote those people out of office.

But...it's the citizen’s own fault! The state governments made that law because of the ridiculous exhaust systems some of these people put on their cars.

Just like the radio's...hey, if you want to go deaf...go right ahead but don't be blasting your radio so that everyone is forced to listen to your CRAP music. Especially at 1AM...

Typical legislators.... There's already regs about max decibels etc. They could tighten this reg, but probably don't have to. If they would just get on the law enforcement or Penn DOT to enforce the existing regulations they wouldn't have to keep creating more rules.

I have to agree with the noise from Harley's. My home is right next too a street where they drive by all the time. Can't here a god damn thing.. Specially when your trying to talk on the phone and watch TV.. those bikes drown out all the sound.


If you gonna ban exhausts from ricers. at least do something about the sound from Harleys too, because they sound even worse.

Not going to get to excited about this yet but seems fair to say the MazdaSpeed system might be okay ??

Something tells me that if we knew half of what legislation was 'on the books' in states and in DC, there would be riots in the streets.

It is a law effecting all Motor Vehicles. That includes Harleys, and quite honestly, it's the Harleys that have prompted this law, and I thank God for it. I used to live on Christian Street in Philadelphia. Every weekend night and many weekday nights I would be woken up by the sound of those things going by. They would set off all of the car alarms down the street. I could hear them: 20 blocks worth of car alarms going on and then off in sequence. It was horrible! Some days I would have trouble getting up in the morning for work because I had been woken at 1, 2, and 3 in the morning. Oh no, this is good law.

As for the permitted decibel model for a law, it's totally unworkable. How does the cop determine that the exhaust is too loud? Does he carry a decibel meter, and then how does he argue it when he gets to court? This law provides that any non-stock exhaust will be ticketed, as for the fine; don't worry - there will be one.

As I read this thing, any after market exhaust which meets factory noise suppresion levels will be acceptable to the state and not penalised by this statute. Paragraph [c] permits the use of any one of the following: a factory installed muffler, muffler meeting factory specification OR a similar sound suppression system, although if the third portion of this sentance ends up dropped in committee, then a factory muffler is all that you will be able to use.


I'm sure that my take on this will not be popular, but I think that it is important to put forward the other side of this argument. Loud exhausts cause a great deal of trouble for people in certain places. I hope that it passes.

I'd much rather rely on the cop's subjective determination. I think most reasonable human beings can point out an exhaust that is WAY TOO LOUD, which is really what we're trying to get rid of. If you want an objective measure to make the citation stick, what really is so hard about using a dB meter? Measure the exhaust at X number of feet. If you've got an eardrum-blasting exhaust, ambient noise isn't going to interfere with the test.

do you really think sema will let it happen?.....you cant just take away thier right to sell the product in a certain area because of a few people.....you can regulate it but not take it away...aside from that how are they going to ticket out of area people when they dont have to conform to these rediculous laws in thier state?....its like some one coming from a tint legal state and going into a tint illegal state passing through.....a cop cant give you an equipment violation because its legal where you are from

i dont see how car exhausts bother people so much when motorcycle's are 10 times worse. i can hear them driving around from a mile away. ive known a few people near me who have been pulled over for a "loud exhaust" its stupid.
