if so, then ya. Just about all CF that isn't properly cleared from the start or well maintained will eventually start to yellow.

sadly if it is faded and cracking there is no going back. You could reclear and maybe help with some of the fine cracks and possibly the color. For the money your going to spend it may be worth saving the cost to clear and put it towards a new part.
Any of my carbon parts even from seibon and ones i hand overlayed even though there are UV protectants in the resin I have clear coated. I also keep up on waxing and either garage keep it or covered in any kind of sun. So far no issues in 3 years on some parts of any kind. I have a few things getting cleared now.
