Air Control Valve (Emissions)

Air Control Valve (Emissions)
The Story:
Hey guys, I'm rolling a 2007 Rx8 with ~150k miles on it and want to pass it over inspection fairly soon. I bought it with about 130k miles and have been taking good care of it, but there's still a lot of history I'm not sure about. I think it may actually still be the original engine, so I'm expecting it to be in a horrible condition after this many miles.
I've also been modding it all around the well-being of the engine, eventually wanting the car to be fairly OEM+/sporty and in great condition when I have to replace the engine. Anyways, back to the inspection. At one point the Cat started falling apart so I knocked/gutted it, since I still wanted an exhaust system but didn't want debris in it. I'll replace this with an OEM+/High flow system hopefully soon. Currently I'm changing out the Thermostat and have to remove the Pipe coming from the ACV to the Catalytic Converter, and I'm figuring I just want to delete the whole pipe/ACV system, since it looks nicer anyways.
So I'm wondering, can I pass emissions with:
I am aware that I'll have to start "tricking" the ECU, I'm already having to deal with the O2 sensor for the Cat, but that won't be an issue. I just want to know if what I'm pursuing would even work, or if I should keep the ugly ACV in there until I pass.

So I'm wondering, can I pass emissions with:
- A high flow cat if possible?
- ACV delete?

High flow cat should pass emissions (unless you're in Cali or somewhere else super strict) as long as the stock rear O2 sensor is behind it.
ACV/airpump delete will be a bit harder to pass...
