CEL P2004 fix?

CEL P2004 fix?
I just purchased a RX8; It has CEL P2004 - Intake Manifold Runner Control stuck open. Is there any shot it can be 'unstuck' by hard driving, pre-mix, and an HBR ignition kit upgrade?
A little background on my car... It is a 2004 M/T, 6-port engine; When I turn the key to 'cycle the valves' - I can hear the motor whirring continuously. This makes me think that perhaps the APV motor is working, and it's just having issues moving the valve.
A little background on me... No mechanical experience beyond changing a tire.
If there is no shot of 'unsticking' the valves - what is my best option? Will getting a new intake manifold solve this issue?
