This could also be a dirty/plugged up fuel sock filter. The increased pressure drop across a plugged filter will make the pump whine due to over-straining it.
If you just replace the pump, the noise will probably go away....until that new pump becomes strained after awhile. The Series I fuel filter is not a serviceable part number, but you can clean it with brake cleaner or throttle body cleaner. The Series II fuel filter is a serviceable part number.

I bought the complete assembly, including the in-assembly filter, all together.
Make sure the tank is half full or less when you change it. The "instant adjust to half full when removing fuel pump" feature can be a pain in the butt. The opening is about half way down the tank.
But, if it is making noise, change it.
