I tested the 3 modes by shorting the two relays immediately after wiring the FAL up. This was only a month or two ago. I then checked the fan engagement with the A/C off going on the temperatures I set in the AP maps, and that also worked fine.

Given that I'm basing this solely off of the noise, I'm inclined to believe that it's just running in a single fan mode. Looking at the maps in ATR, the cutoff speed (which I bumped up to 25mph from a default of 10mph) only exists for fan #2.

I don't have time to find the thread right now, but I proved with data logs, that the cooling fans are effective at least up to 50mph--even on running together on low speed. The tests were done with my S2. If I had a way to set the fan turn-off temps on my car, I would set them to 50mph or more.
