High Beam Help!!

Just newly got a 2005 Shinka edition RX8 and I'm trying to get it safetied so I can license it, but both high beams do not work and I don't know why!
Bulbs work fine, changed the fuses in the engine bay, headlight relay works. All the other lights on the car work, just not the high beams!
Driver's side high beam pigtail is getting power, passenger high beam pigtail is not.
I've seen people talking about the DRL module but I want to be sure there isn't anything else I'm missing before I order a replacement module.
PLEASE HELP I don't know these cars very well. it's my first Import.

I thought H9 bulbs are only single filament. They only have one coil inside the bulb. But I'm sure the problem isn't the bulbs. I have 3 brand new bulbs that I've tried and all of them don't light up when plugged in.

Here's the part of the FSM to check the DRL module FSM: Body It starts on Page 229
Here's the Electrical Diagrams FSM: Electrical Headlight wiring for DRL starts on Pg 44; Wiring for the DRL module Starts on Pg 56
Based on the description it looks like it's a problem with the DRL module or the ground for the DRL module.
Check for continuity between 2D and ground with the connector unplugged. Then check for continuity between pins 2A and 2D on the module.
The DRL module runs the high beams in series to drop the light output for daytime running, and then switches to running in parallel for full light output. It uses the DRL relays in the DRL module to route the power.
It could be either a bad ground on 2D or one of the DRL relays in the module is bad.
I'm not very familiar with the DRL system, but that's a good place to start.
