Where are you located?
Anyway, I have never seen that cat before. I know it's not a factory cat for sure. If it's some generic cheap cat, you want to take it off and inspect it, since most aftermarket cats will not last in our car(RX-8 exhaust is a lot hotter than a piston car).
If you don't have emission tests to worry about and you are okay with the smell, you can run catless.
For starting, is it cranking at all? Or it cranks normally but won't "catch"?

So what kind of smoke is it? Blue oil smoke?
A thin vapour after the car has sat for a while or in very cold weather is the only kind of normal smoke with this car.
If you have a cat and is burning that much oil, it will destroy it quickly. RX-8 is designed to burn oil, sure, but not an amount that will cause visible smoking.
Might want to take the intake apart and take a peek to see if there is any oil in there.

Not necessarily. The only way to really know engine health is to give it a rotary-specific compression test.
Meanwhile, check your intake. You'd be surprised how many people overfill and oil ends up in the intake.

It's really easy. Take a Phillips screwdriver, undo the 2 metal bands for the accordion tube, then wiggle it loose. You can then take the airbox out as well and have a look inside.

Yes, that one. Oil can accumulate in there from oil overfill.

theres oil there all right,do you know how to get air filter box off ,theres two clips on top is there something holding bottom, see oil bottom of butterfly
