Recommendations

I just bought an 09 RX8 and I seen a lot of things about pre-mixing for the apex seals, is pre-mixing really that crucial?

Rx8help.com should give you a good head start. Read all of it. Premixing is a thing, but it's not universal. There are far far more important things to get right first, like ignition coils.

Did you have a compression test before buying the car?

No not yet, but I bought it from a dealership with relatively low miles, but I should still do one?

How low is low? I would plan for one so you know where you stand

Miles? That's middle age in rotary years :D. Either way, given that the newest 8 is 12 years old, it's more about how it was cared for than how many miles it has. 66k of abuse is not the same as 66k of proper prior maintenance. I'd get it tested so you know current state and can make decisions from there.
