Reinstalling clutch pedal assembly

So I broke the bracket on the pedal, ordered a new one that was reinforced. I got the broken one out and am currently in the process of putting the new one in. However for the life of me I cannot get this damn thing in place. The bolts move about a half inch back into the firewall whenever I try to slide it into place, making it nearly impossible to get the nuts back on. Any suggestions or is there something I'm doing wrong?

thanks I knew bolts was wrong but could not come up with the right word. And I thought of that but was not sure how to make room to get another set of hands in there haha
