Starter problem

I got a new starter (the 2kw one from eBay) a few months ago. It worked great for a few months but now my car has been having starting issues.
Basically what happens is the starter spins, but the gear thing does not slide out and engage. If I hook it up to just my car battery and use jumper cables to start it it spins AND engages just fine, but stops engaging when I hook it up to the car again.

I took the starter apart, looks fine(but I'm no expert)

The car will start if I put the key in the on position, and crawl under the car and use a piece of wire to touch the positive bolt on the starter with the the skinny black tab on the starter.

The relay is fine, I don't know what else to do, any ideas? Thanks guys

I put my multimeter to the negative battery terminal, and the positive to the positive bolt on the starter to check for voltage drop, it goes from 12v constant to 9V when I crank, so there is so major voltage drop. I have no clue what to look for though, any suggestions? The battery terminals are fine.
