Does anything else on the dash work? Does OBD2 give you an rpm signal? If no, then it's the eccentric shaft position sensor (or the wiring to it). It's next to the front main pulley. Obviously the car won't run if this isn't working. If you do get an rpm signal via OBD but not the tach, something is loose between the ECU and the instrument cluster and you can pull it out and check the wiring behind the dash.

Do you have any CEL codes? Aside from wiring or a failure of the instrument cluster itself, I believe the ESS (eccentric shaft position sensor) is what provides the tachometer signal. I would expect that you would get some related codes if it was a failure of the sensor.
