I'm not really sure, but I don't think $400 is going to be enough. You have to remember that you're going to need to pay to get the tires transferred to the new wheels and have them balanced. You couldn't even get new tires (without new wheels) for that much, and they'd have a bigger impact on driveability.
I would spend the money on something more useful, like a BHR ignition or a flash tuner.

About the cheapest I can think of is TireRack's house brand, Sport Edition. They're actually decent, folks up here use them for winter duty. But even then, at 300-400 you can maybe buy 2 of those.
