Unhappy Wont start! Help!

A few months ago I purchased a used '04 Rx8 with 83,000 or so miles and the engine was already rebuilt once. It was running strong and one day while driving down the highway it slowly started to die. I pulled over and started it again successfully but it only ran for about fifteen more seconds. The instrument cluster doesn't light up and the only electronics that work are the headlights, the door locks and the horn, I cant roll up the windows I cant turn the car on and I cant use the blinkers. The starter doesn't make any noise at when I try to start it. The battery is fine and reading 13.01 volts and I have checked every single fuse, they are all good. I've thoroughly checked every forum and I have only found one person with a similar issue but he hasn't fixed it either. I've been looking for a solution for months to no avail and its just sitting in the garage. I NEED HALP!

Did you check the main fuse? It is the 120Amp one on the side of the underhood fuse box where the wires attach to the box

If that doesn't work check out the electrical diagram to give yourself some other places to look

You should check out the relays as well....

Yes, and thank you for the pdf, at this point I have started to redo the entire wiring harness to makes sure no wires are eroded or there are any bad connections. The previous owner hacked it up pretty bad, I cant imagine why.
