Assuming that the new requirements are the most accurate then they are all close to that number. By law I believe that a manufacturers can post a number within 1% I think of what they get based on the engines that are tested. So for example, 232 is the number posted, then the engines could have been tested and only made around 230hp and they are allowed to rate them at 232 or they could rate it around 228 but why would they want to advertise the low number when they can advertise a higher number.

I still believe that these cars with all of their electronics are not going to give you the numbers you think on dyno that measures whp.
Do you really believe everything you just said?

I am sure there are a variation from motor to motor, but they have to be within a couple hp of each other. I would like think that the group that comes up with the dyno requirements would be making sure that companies aren't cheating their customers on engine power.

As far as the electronics limiting whp readings, I do believe this to be the case. Very similar to problems that newer BMW's have on dynos.

The 'Group' with the requirements has made sure with the new standards. They are the real deal: All the belts and drive items have to be hooked up. It gets witnessed by the SAE and no longer can be just supported by a respected third party organization.

Re the electronics: Have you seen any of the engine dyno figures from more than one company for the 04 and 05 engines? They tend to line up with expectations, 215 to 225. Am I missing something? It's possible and I even hope so but the evidence isn't presenting itself for me to think any differently.

The new SAE standards are strict and accurate. Rotaries may have greater variances than their cousins in output but the 232 is for real and it's not retro-active. It does not have to apply to former years in the least.

I will have a healthy laugh (And I hope you all share it with me) if this ends up being nothing but a juicy conspiracy theory.

Yeah I noticed this with the Scion that got downgraded from 108 to 103. This is going to make it hard to compare to older vehicles now. I guess add a few percent to any car in MY 2006 or later to compare to an older car. IMHO this is stupid and will only confuse the public and annoy the manufacturers.
