Abandon RX-7

Check the laws w/your local DMV. After a certain # of years no title is required to register a vehicle in some states.
The police would never, ever, under any circumstances give you some written "go steal it" statement. lol. But that should mean it has no reports on it and is considered abandoned. See if there are any laws regarding abandoned vehicles in your state. If it's there long enough it may be legal to just take it.

This RX-7 is abandoned in NY I understand?

I just dug up NY law on abandoned vehicles. Nowhere in the (i found) law does it specify anyone other than the 'controlling authority' to take possession of an abandoned vehicle from it's abandoned location. It appears that in order for you to get the car, you would have to push the PD to seize it as abandoned, then buy it off of them.
Granted, I could easily see them circumventing the additional cost to them of towing and storing it, by just letting you take it or pay for it right there, but there is nothing in the law that covers that.
You also said 'for the past year', so it counts as abandoned as per the law:
...if it is also correct that it does not belong to anyone that lives where it is parked. If it is parked on someone's property, and not public property, then you would have to get that individual to call it in as abandoned.
I can't locate any online resource that allows you to run GA plates and get owner information...
Maybe someone here that lives in GA could go to the DMV and request owner information for you?

This is one of the most interesting threads I read in a while...
This is what the Delaware DMV does...it is how we Delawarians obtain the coveted 4 digit and 3 digit tag numbers....the police department registers the old VIN number on the car...then creates a SECOND VIN# that is placed over the old VIN inside of the door panel...it officially says "State Police VIN" on the tag...your pretty much good to go then.
SHOW US PICS!!!!!
Its that blue sticker you can hardly see...

Why don't you go to hofstra, since it has the sticker on it they may be able to tell you who the owner is, just tell them that they parked in a way that they are blocking your driveway or something.......
