rims first. think its looks retarded...or ricey when people get body kits and ride stock wheels. even with the 18s alot of stock wheels dont cut it (only one i can think of are r34 rims. probably the only seks stock wheels on a japanese car. yum!)

I would go with volks for sure. Even if they look similar, the volks will be lighter and possibly better quality. I myself would much rather get rims first. The only thing I'd change before rims would be getting MS spoiler but not a full body kit.

wow...i don't think either of those mods really sound like a "low budget" upgrade.
But for what it's worth, I'd go the Mazdaspeed kit first. Personal preference, but I think the GT rims are very nice, and should be one of the last things you should upgrade.

You cold do the front and sides and lose the spoiler and rear. With the saving you could buy your wheels and save up for tires and coilovers over the next several months.

Those don't look like TE37's at all. But if you're on a budget, go for it. Then maybe you could still get the front or sides of the Mazdaspeed kit. Another way do do it would be look for a secondhand set of Volks. I got my other set really cheap.

I was quoted $3800 installed for the Greddy from a reputable rotary shop. So you'd be about a grand short, but i'd still agree that for only $1K more then rims, a turbo wouldn't be a bad call. But then again, i'm apparently all alone on liking the stock rims

It's rarely that cheap. In addition to the kit and install, you'll need tuning, boost controller, bov, a few gauges, etc. The list is endless. Most people spend around 5-8k range.
