Go to your court date....cops never show up to every single court dated ticket that they throw out. Even if he does show up most likely the ticket will either be thrown out or put on a one year diversion (if you dont have a bad record) and after that one year diversion the ticket will be wiped clean of your record with no costs to you.

I also cant stand people who don't use their turn signals. Everyday on my 115 mile daily commute there is a time where I have to slam on my brakes because some ******* decides to cut me off getting into the left lane without signalling. Then that same person decides to drive slower than traffic... My god does that **** me off. SO I flash my lights untill they move out of the way.
But still you should make it habbit to use your turn signals. I live in a small town where the cops are completely bored and will give you at ticket for failure to use your turn signal just to have something to do literally nothing goes on here past 9pm..

Just go to court and plead guilty. Maybe the judge will just be lenient and throw it out, especially if it is a first offense. But then again, they may not care one way or the other.
And insurance, I don't know how it is where you are, but in SC, we get the "points" system and most insurance companies give us the first 2 points for free....after that, rates go up. A signal violation would be a 2 pointer where I am I believe.
And just because the cop doesn't show up doesn't necessarily mean the case gets thrown out. Some places have police officers paid to spend a few days in court as the "representative" of the officer who gave out the ticket.

He is only there to serve as a representative, and if someone wants to contest the ticket and take it to trial, THEN the issuing officer would have to be there. I don't know if it has changed, but the last time I got a ticket and talked to some cop buddies, that is how it was explained to me. But then again, I do live in South Carolina....
