Your scenario might work with an old OBDI car, but the OBDIIs keep a record of when the light was reset, and "TODAY 11:00am" might ring some alarm bells.
I'm not sure if it's after one or two "start cycles" that the computer stores a "pending" code, it will set a CEL if the fault re-occurs. That could be a fail too, depending on how sharp the tech is....

The techs here are around mid-20's, and they are basically just at the job looking to get as many cars through as quickly as possible, to get back on a break. Most of the time when I take a car there, they make we wait as they finish up their cigarette...


But, performing the test won't make the ECU go into check mode? Like, the ECU won't start checking all systems? To my knowledge what they will see is only current information, which will not show a CEL, and I should pass.

MM, can you go into more detail? I've never heard of that.

The PCM expects to see a certain range of voltages from the rear O2 sensor and it expects to be able to modulate them as it trims the fuel delivery.

With no CAT, the voltage is a hair too high.
If you put a pot between the senso output and ground, you can trim the voltage levels down to where they would be if the CAT was in place.
