Comfort of front seat belts?

Comfort of front seat belts?
Are the lower door side anchor points for the front seat belts fixed to the floor (as in most cheap cars), or to the seat (like the Lotus Elise and most high end cars)?
This is a pet peeve of mine, I prefer the belt to be anchored to the seat so no matter where you slide the seat the lap portion of the belt doesn't ride up over your abdomen. Fixing the anchor to the floor results in a suboptimal placement of the belt making it less comfortable and safe in an accident.
From what I could tell from this photo of the RX-8:
the lower anchor seems to be a bar that the belt slides along? Does this allow the lower anchor to approximate being mounted on the seat? Basically, does the lap portion of the seat belt sit nicely across your lap or does it tend to ride up?
Thanks for the feedback, I'll be able to see for myself when I test drive an RX-8 here in Melbourne but that won't be for another couple of weeks

I did not like the design when I first saw, but is a very practical design because it allows easy access to the back seats. The seat belt feel nice. I suggest a test drive and judge for youself.

That bar design is utter engineering simplicity. It slides forward on the bar when you fasten the belt; then just glides back when you unbuckle and open the door. Totally keeps it out of the way of rear pax entering/exiting. The belt does not ride up on me at all. I sit pretty far forward; I've got short legs anyway plus I'm learning to sit closer to the wheel for more responsive clutching. All in all, very comfortable.
