first thats not whp (wheel horsepower) thats BHP (base horse power) or crank horsepower.... anyway
The JDM model (sold in japan and parts of asia I belive, as well as imported to other countrys) is RATED (meaning tested and claimed/advertised) at 250BHP. The Euro Model (sold across europe and other parts of the world) is RATED at 231BHP. The North American Model (sold in the US, canada and other parts of North (and maby south?) america) is RATED at 238 (down from 24x dont remeber exacaly). These are all quotes FROM MAZDA for the RATED gross power at the crank for the 6port (6speed manual/High Power/Type S) model.
The reason for the differences is emmissions systems/warrentys. Some countrys have more strict emmissions laws so they have to be equipt with differnt catalytic converters/other emmissions systems and also have a differnt tune for the air/fuel ratios and timing. This is to both meet the laws AND make the emmissions systems parts last thru the warrenty). Although its not as simple as just swaping the parts from one car to another...
I have never seen anyone race the 3 differnt models in stock form against each other, or back to back...it would be interesting.

They have to be rated to handle different qualities of fuel that are available around the world, plus some markets will tolerate more error. In the US, you better not fall below 5% of your rating or you'll go through what mazda did when they released the 8 the first time.

I'd bet that in a side by side comparison between all the 6spd/hi power 8's no matter where sold, they'd be nearly identical. This would put me with ZoomZoom and Murix.

i saw a race between a european rx-8 and a japanese rx-8. the japanese one raced by a car or two.
But the japanese models have limiters on at 189 kmph(tested in mine and my mates japanese models)but that can be sorted out anyway.

correct same with europe and other parts of the world....the highest octane gas you see regularly is right around 93-95.
