Emissions Question?

I was wondering about the emissions of the 8. Meaning, when first released the power was cut from 275-250 to 238(correct me if I'm wrong) in order to comply with Californias emissions standards. Is those standards the standards for the whole U.S. or just california. For example I have a Mazda3 2.3, rated at 160hp(156 now with corrected sae), but in California and other green states it's rated at 152-148'ish for PZEV(partial zero emissions). My question is the California Standards and PZEV in the green states two different things or the same. If so I understand the 8's power drop across the board, but if not should'nt the "green states" get the current 232hp and the other states get closer to the 250hp? Just always wondered.

hhmmm. I'm pretty sure the 8 is the same for the entire US market, and it's just diff. standards to pass inspection state by state. So the HP #s are based on the the US specs, and the sae changes are also US based so the HP changes are the same across the board.

That's what I thought but wanted to make sure. Japan is rated at the 250hp correct? But aren't their emissions even more strict? Or less strict?

I know for sure that Mazda built Miata's for CA specs. Yes you could get them on the east coast. It was not all that long ago. The models that have the two standards are the NB's. 99-04. I am not sure about the NC model. 95- current. So it is possible.

I wonder if this is the case then thats why some 8's dyno higher than others. I know there are many factors in a dyno, but just maybe
