Here is a link to a local article that explains this is basically an argument between the county (Maricopa, where Phoenix and Mesa are located) and the state attorneys.

Seems that we have the right to "face our accusers" according to an earlier article quoting the county attorney Thomas and he thinks this cannot be done with a traffic cam.
So his office will "not criminally prosecute motorists driving 20 mph or more above the posted speed limit when they're snapped by enforcement cameras. "
