It's not just independent shops - even the dealership may have a new or ignorant or careless guy who moves your car and floods it for you. I highly recommend the polite sign:

EDIT: BTW - no floods on my part (04 car, 03 build date) however, I'm certain transport monkeys or a dealership flooded the car at least once prior to my buying it even though it had only 120 miles on the odo when I bought it. Flooding due to carelessness is not the same as an inexplicable flood.
