Yeah, I've had this sound too. I've actually had it for a long time. Nothing has broke yet...I thought it was normal...

It's a normal sound its like a secondary air pump assembly on the 04 to assist with startup during cold starts if you unplug the black plug that goes to the assembly it wont come on. But I dont see why you would want to do that.

It IS the secondary air pump under the hood on the passenger side, like many people are saying. The noise is normal.
The only reason I know that you would want to disconnect the air pump is for the deflooding procedure according to the Mazda bulletin. Which is what I've done before when I've flooded my car. I've even driven my car without reconnecting the connector (because I forgot) after successfully deflooding my car without doing any harm. So disconnecting it temporarily shouldn't hurt your car.
I say this because you can do the experiment of disconnecting/connecting the air pump connector, then have someone start your car, and stand there by the hood to verify that the sound is not present/present. If so, then you've determined the sound is from the air pump, which is normal.
