How to check if all PCM flashes have been completed
Is it as simple as having the dealer plug in and seeing which level the car is at? Does it take a very long time for them to update?

Short answers...Yes. No.
Dealer plugs the WDS system into the OBDII port under the steering wheel. The system compares the latest software it has with whats on the car and if the cars lower, updates the car. It takes about 10 min.
Its not something you should worry to much about. The difference between flashes these days is so little. Also, if your dealer is doing the right thing it should be being done on every service.
