Most of the TSB's are only freely covered within the B-to-B warranty period. A few go out to the engine warranty period cutoff (obviously engine related). And a few are ~indefinite, like the condensation in the tailight (latent defect coverage).
For this particular starter/battery upgrade it is B-to-B period only. However your '05 may already have the newer, as the factory cut-in was around early Jan '05. But you should CHECK THE TSB for serial number range vis a vis your VIN.

The Mazmart upgraded starter is $305. If I tried another dealership it's like a two hour drive...and who says I wouldn't get the same answer.

Yeah when I brought the starter issue up they looked at me like I was stupid and said that there was nothing in their computer showing any kind of starter recall or issue. Werent people getting this done recently though?

Yep, the starter/battery TSB is no longer available. I guess Mazda figured '04 and early '05 owners have already had sufficient time under their B-to-B warranties to upgrade their starters. I can't say I disagree with that.
