Sorry you are having trouble with your RX-8. I have had no trouble so, however there can be bad cars manufactured no matter what manufacturer it is.

You might want to look at the PA Lemon Law.

Flooding 2 times, as unfortunate and frustrating as it may be, does not look like it is going to get you a new car...
On a side note you might want to also look at this site: http://www.lemonlaw.com/lemonlist.html the Honda S2000 is 23rd on The 2004 Lemon List where as Mazda does not show on the list at all...
Anyways, once again I am sorry for you troubles, hope you get it all worked out.

My engine flooded twice in the past 2 months.. causing me to miss two days of work and a college class. I am seeking a full refund, and nothing less. When the engine floods once more, the wheels are in motion.

Besides a few minor stuff that any car could have i have had no problems. I never flooded and I just turn car on and off after 10 sec cold down and warm up.
Two things could be going on here.
1. you recieved a lemon.
2. user error.
3. If you do have a lemon can you make me some lemonade cause all this reading is making me thirsty. :D
I would like to say that 1 lemon out of 100,000 is a pretty good ratio. that does not make the rx8 a piece of sh*t.

2) Flooding is not a lemon problem as stated before. It's just the way the engine is. Lemon Law protects you against a defective car. Most RX-8s will flood if turned off cold.
3) If you weren't told about the flooding issues and oil consumption then your dealer sucks. My dealer told me about both. "Don't shut off the engine cold" and "Make sure you check your oil every few fill ups. This car burns oil fast." Not only that, this information is in the manual.
4) The Lemon Law site completely contradicts your point of view. The RX-8 is on the best of list. The car you want to buy is on the Lemon list. :O
5) This car is obviously not for you. It IS a car that requires more user care than most other cars. If you're not prepared to take the proper steps, then you should've never gotten this car. Apparently your dealer neglected to mention these things.
6) Either you DO have a lemon, your dealer sucks ***, or you're just not too bright. Let your car warm up before you shut it down or follow the shut down procedures in the manual. (I think it says to rev to a certain rpm and shut down). You should've been told this after the first time your engine flooded.
7) If your engine does flood, there's instructions on how you can try to correct the problem yourself.
8) I can totally understand why you're pissed, but you're being awfully aggressive for something that's most likely your own fault. That's why people aren't being very sympathetic.

first... you should have researched the car before you bought it...
second... its a performance sports car and you should know better to shut it down cold, correction... you shouldnt shut down ANY car cold. just not good for the engine
If you got a lemon, I'm sorry but you should have done your research and asked your salesman about this issue. and plus dont wry its under warranty...

The truth is that flooding was a known problem with the vehicle. Granted, it's boorish to sign up just to "pee in the well", but in case he comes back at least we should mention
- upgraded flash versions which markedly reduced incidence of flooding
- stronger battery available (weak stock batteries have contributed to flooding)
Between these 2 items I think the flooding tendency is reduced to tolerable levels.
