Moving an RX8 to the UK from US..

Don't really know, it's probably like here, anything goes until you get caught. Have you called to find out what you have to do to get registered for tags in the UK? Call the authorities there, they can answer the question better than anyone else.
Don't know about emissions testing there. Of course, you'll be on the wrong side of the car, but I doubt that's an issue there, lots of euro cars drive there from the tunnel and they are left-hand-drive.
Isn't the UK/Euro "low-power" model due to taxes, though? Would you be subject to that? I don't think that the UK "high-power" model is any different from the US MT model, at least as far as I know. Call the motor vehicle authorities where you're moving to and ask them what you need to do. That's better than asking here, those are the people you'll be dealing with.
Oh, and try to drive some Alfas, TVRs, Nobles, Austin Martins, etc. while you're there, if you can manage it. Lots of great cars there that aren't available here. Man, I wish they'd bring the Alfas back here
