The kits only go so far, mine stay clear for a bit but it always comes back. As for the quality of the paint on the RX-8, I think it is very good. Other members can attest to the fact that my paint looks damn good for being over 8 years old. Of course I have some chips here and there but overall the car looks great.

From my experience, for a car that doesn't have the benefit of a garage, the best way to keep the paint from fading is to wax the car regularly from day one. And I'm not talking about waxing the car every other month. This is especially true in places where the sun is a killer.
But the reality is that few people will go through the hard work of waxing a car regularly. Hand waxing is a lot of work and time consuming - not mentioning expensive if you pay somebody to do it professionally.
You bought your 8 used - and even though you have been taking good care of it - you do not really know what habits the previous owner had. Also, as it has been mentioned before, red paint is a bit more challenging to maintain over the years.
Anyway, I still feel you will be spending too much money to repaint a car that will not be protected by a garage. So I would consider getting a garage space or at least a car cover if you decide to respray the whole thing. A good paint job could cost you a couple grand at least. Probably twice that amount if you take it to a real pro shop that knows what they are doing.

If your headlamps are foggy/oxidation why don't you just try those cleaning kits?
Mothers has a great kit, I've used it personally and it completely restored my headlights.
