So I posted this question on RX7Club but seriously the mods there are ******, never had good luck asking questions, usually get removed.
Anywho, I have a REW rotor that I pulled from storage. Looks like it was hitting against my housing through a t shirt during my move to my new home.
Can I remove the burrs and sand down the edge? Or is this edge of the rotor more critical than that? Its not very deep, but knurled the metal up a bit which is the bigger problem.
That said, the edge isn't a sealing surface so I don't see why you couldn't debur with a rasp or file and then smooth it off with progressively finer grit sandpaper.

I also know nothing and is the exact same thing I was thinking. Hopefully someone can prove us right.
I talked to Evil_Rotary7 at RX7Club and he told me that the small pits themselves will not affect the usage, but you should inspect all the specs of the rotor to make sure it's usable, preferably by a pro engine builder.

I have the inspection manual, I will check them all with feelers and some calipers. From overall inspection they seem okay, no knurled metal along apex seal grooves, but never got the chance to check yet. Thanks, I will get these things soaking and cleaned up to find all the dims.
