yea its the hub that has the rust... when the braking surface of the rotor gets rusty it immediately comes off when i drive the car.. i thought that the dealer was suppsed to paint them if they rusted.

Your warranty “might” cover the repair/replace.
Here was my experience …
I purchased my ’04 MT used last summer with 11,000 miles from CarMax.
Before I took delivery of the car, I pointed out to the salesperson that there was surface rust on the rotors and wheel hubs. The dealer told me it was because the car had sit on the lot for a while, and will be taken care of when they “clean” the car.
When I came back in a few days to pick up the car, the rotors and hubs were still rusted, although not as bad. The dealer at this time said it will rub off under normal driving. I told her not around the wheel hub. She said to take delivery and if I wasn’t satisfied, to bring it back. I knew this would be the case, but took delivery.
The dealer was partially correct … some of the rust on the rotors did rub off, but not all. As expected, the wheel hub rust did not change.
Long story short … I went several rounds with the CarMax dealer, even got the sales manager and service manager involved. The sales manager said “This is an appearance issue, I won’t replace/repair the rotors for an appearance issue”. My reply of “But your salesperson said this would be resolved” was not enough.
I decided to fit the bill for repair or replace, but I wasn’t going to let CarMax work on my car. I took the car to a local Mazda dealer (now my permanent dealer), and my warranty paid for 4 brand new rotors and mounts. I could have saved myself several weeks of grief if I had only started at the Mazda dealer.
The moral of the story … Finding a good place to have your car serviced can be difficult. Another moral is … Don’t take delivery unless you are completely satisfied.
I realize that some Mazda dealers are better than others are. This might be “my” dealer, and not common. I would definitely discuss with your Mazda dealer, especially if you purchased from that dealer.

This is what you need... POR15 is the shiznit for doing undercoatings for show cars.

Well, I wouldn't use POR on a show car, but I used it on my old '55 ****** Jeep to paint the frame and rollbar. It holds up well, although if it exposed to direct sunlight it needs a topcoat to keep it from fading.
