I've washed my car over 200 times since I've owned it and you've seen my paint.
the OP's rust is in the wheel well, where the tire kicks up salts water, I'm guessing the clear coat on there was crappy to begin with and the salt / winter conditions where he lives have a larger impact then him washing his car weekly (or bi-weekly which I highly doubt he did every week)

My '04 had the same rust and it was fixed up by a friendly Mazda dealer under warranty
It will come back.
I plan to have a local shop put some stone shield on the area to see if it helps.
Also I don't drive it in winter anymore

I have been places up north where they used a de icing chemical that was not salt or harmful to your car. On that note I do know a little something about trust treatment. If you all would have seen the condition my 1958 was when I bought it out of riverside cali you would understand.
That chemical I sent you should be good enough. What you need to do is sand the area clean, then treat it with that chemical. It will turn the rust into a primer. Then all you have to do is seal it with a coat of paint, and a top layer.

hey guys so heres my update after taking my car into this place
The guy said it would be around 250 to 300 to fix it which i think its expensive. he said they dont know if the rust is coming from the "inside" of the metal so if they do the cleaning and all that he said it might come back, he also said the rust is not bad at all and that if i wait 2 months for the winter to be over it wouldnt get that much worse and he said the price to repair in the spring will be the same as fixing it right now. Im taking my car to the mazda dealer tomorrow to see what they say! im deciding to go for the chemical and all the things described above. thanks a lot for the help

It doesn't look too bad. Get it fixed and get your car oil sprayed dude, we can get that done in Canada, and it is way worth it. I have gashes in my santa-fe and it is still rust free because the metal is soaked in oil. It's the best way, believe me.
I sprayed my wheel wells with rhino bed liner too. The only thing about linerspray is if moisture gets behind it it is so much worse.
I get my car oil sprayed (the works) twice a year at oil gard. The mechanic at mazda was amazed on how purdy it still looked on the underside.
2 washes a week on salty roads is normal for me. salty conditions strip yer wax like a **** too.
