Well very simply the width is how wide the rim is. Again, very simply, tyhe wider the rim the wider the tyre you can put on it. If you keep the same width tyre and go with a narrower width rim, you potentially have less lateral stability. The 8 comes standard with rims that are 8" wide. Those are 7.5" wide. Do the math.
As for the track, look at the car from the front. You have you tyres that look like this:

The track is the distance between the 2 tyres. Changing the track changes handling characteristics.
Changing the 2 together is in my opinion going to be detrimental.
