The parking brake is definitely the back up, I can atest to that. My front yard has a pretty steep driveway and one time I didn't quite crank the parking brake hard enough and forgot to put it in gear. Next thing I know my neighbor's banging on my door saying my car's in the middle of the street!
My brother's driveway is even steeper than mine and I'm always worried parking there. I always fully crank the steering wheel so if it does roll, it'll just roll into the grass yard.

I thought that it was required in the States because of several instances where people had left their keys and children in the car and the kids had started the car with it already in gear and then caused damages and injuries.
I leave my 8 in reverse and the parking brake on. When I had my B trucks, I never parked them with the brake on, just left them in reverse.

I think that it might have been the Audi fiasco of the 1980's that brought about the introduction of the clutch in/auto in neutral interlocks. In the Audi cases, some Americans claimed that their Audi 5000 went shooting through the back of the garage despite them having their foot firmly on the brake. IIRC, in the end it turned out that they didn't have their foot on the brake but by then it had caused a lot of damage to Audi USA and they didn't really recover until the mid/late 90's.

If you have your foot on the brake in a car at rest you can't accelerate. Try it and report back to us.
