Property damage ought to be different. I would estimate that *most* property damage and *most* theft occurs on the private property of a citizen or business.
Maybe they cannot make an 'accident' report, but they should be able to file a report of a complaint of property damage or some such. Where are our resident, forum-member lawyers and law enforcement agents?

some dumbass tried to squeeze in behind me to park his/her car and hit my bumper, apparently pretty hard because a good chunk of the paint shattered right off. I would've slashed their tires if the car was still behind me when I got back. Sucks when you can't exact revenge... it's the new yorker in me.

I suppose I'm showing up late for the party, but Cool-Blue-Dad is correct - police can't enforce traffic code provisions on private property. Your best bet in a situation like that is to quickly canvas the area for potential witnesses to the actual contact between the cars. Just as good is a witness who overheard any statements the other party made immediately following the incident. The police officer on the scene could be subpoenaed as a witness in any court proceedings (if you think he/she heard anything of substance from the other party or the other party's passengers).
Ever since I got tagged in the driver-side door in the high-school parking lot, I've kept one of those disposable, water-proof Kodak cameras under the driver's seat of my car (the plastic-covered ones withstand heat and humidity a little better).
