really any editing software should give you the same results...i.e. Photoshop, Paint Shop Pro...etc...
make sure you hold your shift key down while you click on a corner to adjust the size..should turn out well for you...

Just open the photo in MS Paint, click on image, stretch or skew and in the boxes where it say 100% horizontal and vertical...reduce that to about 20% each....should be real close after that. If not choose undo and then try something a little smaller like 19% until it's just the right size.
